  • RECOMMENDATION:

    That the agenda for the regular meeting of Council scheduled for February 7, 2022, be amended by adding two (2) items of correspondence at agenda item E.7, adding one (1) item of correspondence at agenda item G.5, and adding three (3) items of correspondence at agenda item H.1.1, and that the agenda, BE ADOPTED AS AMENDED.

  • RECOMMENDATION:

    That the attached minutes of the regular Council meeting held January 10, 2022 and minutes of the regular Council budget meetings held January 24 and 26, 2022, BE ADOPTED as read on this day and that such minutes as read set out all of the business before Council at those meetings and fully and properly record all of the resolutions and bylaws passed and adopted by Council at those meetings.

  • RECOMMENDATION #1:

    That Council RECEIVES FOR INFORMATION the report dated January 27, 2022 from the Director of Public Safety, titled "RCMP 2021 Year in Review Presentation."

  • RECOMMENDATION #2:

    That Council CONSIDERS the following motion postponed from the January 26, 2022 regular Council budget meeting:

    Moved By Councillor Ramsay, seconded By Councillor Skakun, that Council DIRECTS Administration to return a report to Council comparing the City of Prince George peer municipalities on RCMP contract costs including overtime.

  • RECOMMENDATION:

    That Council RECEIVES FOR INFORMATION the report dated January 17, 2022, from the City Manager, titled, “Communications Division 2021 Year in Review.”

  • RECOMMENDATION:

    That Council:

    1. APPROVES that the City of Prince George submit an application under the Union of BC Municipalities (UBCM) 2022 Poverty Reduction Planning & Action Program in the amount of $50,000 to initiate implementation of one of the Select Committee on Poverty Reduction’s recommendations as described in the report; and
    2. AUTHORIZES Administration to enter into any associated funding agreements.
  • RECOMMENDATION #1:

    That Council APPOINTS three (3) of its members to serve as the Parcel Tax Roll Review Panel for the subject Bylaw, “Dunbar Place Sanitary Sewer Extension Local Area Service Bylaw No. 8910, 2017”.

  • RECOMMENDATION #2:

    That Council ESTABLISHES March 4, 2022, at 12:00 p.m. in Council Chambers, City Hall, as the date, time and place for the sitting of the Parcel Tax Roll Review Panel.

  • RECOMMENDATION #3:

    That Council DIRECTS Administration to publish advance notice of the time and place of the Panel’s sitting in accordance with section 94 of the Community Charter.

  • RECOMMENDATION #1:

    That Council AUTHORIZES the establishment of an Advisory Committee on Council Remuneration as required by “City of Prince George Council Remuneration Bylaw No. 8414, 2012”, to conduct an independent review of Council remuneration with any adjustments that Council may approve, to be effective January 1, 2023.

  • RECOMMENDATION #2:

    That Council APPROVES the draft Advisory Committee on Council Remuneration Terms of Reference attached as Appendix “A” to the report dated January 24, 2022 from the City Manager titled “2022 Council Remuneration Review."

  • RECOMMENDATION #3:

    That Council ENDORSES the Director of Corporate Services, Supervisor of Pension and Benefits, and Manager of Legislative Services, to be appointed as Staff Liaisons (non-voting roles) to the Advisory Committee on Council Remuneration.

  • RECOMMENDATION #4:

    That Council DIRECTS Administration to post public notice in a newspaper and on the City’s website inviting community members to apply to Council to be on the Advisory Committee on Council Remuneration.

  • RECOMMENDATION #2:

    That Council AUTHORIZES an alternative approval process in accordance with section 86 of the Community Charter be used for the purpose of seeking approval of the electors in relation to “City of Prince George Equipment Financing Bylaw No. 9277, 2022”.

  • RECOMMENDATION #3:

    That Council ESTABLISHES the deadline of 5:00 p.m. on Thursday, March 31, 2022 for receiving Elector Response Forms for the alternative approval process for “City of Prince George Equipment Financing Bylaw No. 9277, 2022”.

  • RECOMMENDATION #4:

    That Council APPROVES the determination of the total number of electors of the area to which the alternative approval process apply for “City of Prince George Equipment Financing Bylaw No. 9277, 2022” as 55,703 electors, on the basis described in this report.

  • RECOMMENDATION #5:

    That Council DIRECTS the Corporate Officer to report the results of the alternative approval process for “City of Prince George Equipment Financing Bylaw No. 9277, 2022” and if approval of the electors has been obtained, to return “City of Prince George Equipment Financing Bylaw No. 9277, 2022” for Council’s consideration of final reading and adoption.

    That the City of Prince George SUPPORTS the application to Northern Development Initiative Trust from the Caledonia Nordic Ski Club for a grant of up to $99,999 for facility improvements at the Caledonia Nordic Ski Club under the recreational infrastructure program.

  • RECOMMENDATION:

    That the City of Prince George SUPPORTS the grant application from the Prince George Sexual Assault Centre to Northern Development Initiative Trust's Northern Healthy Communities Fund for Capacity Building for a grant of up to $100,000 to hire two experienced staff to provide outreach, counselling, advocacy, and group support.

  • RECOMMENDATION:

    That the City of Prince George support the application to the Northern Development Initiative Trust from the Prince George Alano Society for a grant of up to $26,116.76 for the installation of new flooring as outlined above and to replace the hot water tank and furnaces from the NDIT Community Places Fund.

    2. CONFIRMS the methods used to gather the views of potentially affected property owners were in accordance with Section 4: Public Consultation of the City of Prince George Liquor and Cannabis Licensing Policy and that the views of affected residents are as summarized in the minutes of the Council Meeting held on February 7, 2022; and

       

    3. SUPPORTS the approval of the Cannabis License to allow “Retail, Cannabis” for Copilot Cannabis located at 4141 Airport Road, subject to the adoption of “City of Prince George Zoning Bylaw No. 7850, 2007, Amendment Bylaw No. 9262, 2021”, for the following reasons:

       

    This application is not expected to have a negative impact on the community or produce any significant negative land use impacts on adjacent properties.
