REGULAR COUNCIL MEETING AGENDA

That the minutes of the Budget Council Meetings held January 30, 2023 and February 1, 2023, and the Regular Council Meeting held February 6, 2023, BE ADOPTED as read on this day and that such minutes as read set out all of the business before Council at those meetings and fully and properly record all of the resolutions passed by Council at those meetings.

That Council RECEIVES FOR INFORMATION the report dated February 14, 2023 from the Director of Finance and IT Services titled “2022 Q4 Consultant Spending Report”.

That Council RECEIVES FOR INFORMATION the report dated February 8, 2023 from the Director of Finance and IT Services titled “2022 Q4 Delegated Authority Report.”

That Council RECEIVES FOR INFORMATION the report dated February 13, 2023, from the Director of Planning and Development, titled “Building Permit Statistics and Development Services Summary”.

That Council RECEIVES FOR INFORMATION the report dated February 16, 2023 from the Corporate Officer/Manager of Legislative Services titled “Campaign Financing Disclosure Statements for 2022 General Local Election - Failure to File.”

That Council:

1. DIRECTS Administration to submit a grant funding application for the Elksentre Arena Refrigeration, Heat Recovery & Dehumidification Upgrade project through the Green and Inclusive Community Buildings (GICB) program; and
2. AUTHORIZES the City of Prince George Financial Officer and City Manager to sign grant application documents and any resulting contract documents should grant approval be received.

That Council:

1. RESCINDS the appointment of Ms. Natalie Payne, Supervisor of Subdivision and Building Inspection, as Approving Officer; and
2. APPOINTS Ms. Mandy Stanker, Supervisor of Subdivision and Building Inspection, as Approving Officer.

That Council GIVES FIRST AND SECOND READING of “City of Prince George Zoning Bylaw No. 7850, 2007, Amendment Bylaw No. 9373, 2023”.

That Council PERMITS that consideration of Final Reading of proposed Bylaw No. 9373 BE WITHHELD until the following requirements have been met to the satisfaction of administration:

1. Registration of a Section 219 Covenant on the legal title of Lot 31, Block B, District Lot 8182, Cariboo District, Plan 9266 that restricts symmetrical facades on two-unit housing.

In addition, any recommendations presented in the preceding items must be addressed to the satisfaction of the Director of Planning and Development.

That Council APPROVES Development Variance Permit No. VP100636 to vary “City of Prince George Zoning Bylaw No. 7850, 2007” for the property legally described Lot A, District Lot 754, Cariboo District, Plan PGP42304 as follows:

1. Vary Section 10.2.6 1. by increasing the maximum total combined gross floor area of accessory buildings and structures from 90.0 m² to 112.0 m², as shown on Exhibit “A” to VP100636; and
2. Vary Section 10.2.6 2. by increasing the maximum height of an accessory building from 5.0 m to 6.9 m, as shown on Exhibit “B” to VP100636. 

That Council GRANTS FINAL READING AND ADOPTION of "City of Prince George Zoning Bylaw No. 7850, 2007, Amendment Bylaw No. 9275, 2021."

That Council GRANTS FINAL READING AND ADOPTION of "City of Prince George 3701 McLarty Crescent Road Closure Bylaw No. 9346, 2022."

That Council GRANTS FINAL READING AND ADOPTION of "City of Prince George Purchasing Bylaw No. 8841, 2017, Amendment Bylaw No. 9378, 2023."

That Council GRANTS FINAL READING AND ADOPTION of "City of Prince George Canada Community-Building Fund Reserve Fund Establishment Bylaw No. 9379, 2023."

That Council GRANTS FINAL READING AND ADOPTION of "City of Prince George Lease-In-Lease-Out Legacy Reserve Fund Establishment Bylaw No. 9380, 2023."

That Council GRANTS FINAL READING AND ADOPTION of "City of Prince George Climate Action Reserve Fund Establishment Bylaw No. 9206, 2021, Amendment Bylaw No. 9381, 2023."

That Council GRANTS FINAL READING AND ADOPTION of "Downtown District Energy System Reserve Fund Establishment Bylaw No. 9385, 2023."

That Council GRANTS FINAL READING AND ADOPTION of "City of Prince George Zoning Bylaw No. 7850, 2007, Amendment Bylaw No. 9340, 2022."

That the City of Prince George SUPPORTS the application to Northern Development Initiative Trust from the Northern Regional Construction Association for a grant of up to $20,000 to support marketing of the association.

That the City of Prince George SUPPORTS the application to Northern Development Initiative Trust from the Outdoor Ice Oval Society of Prince George for a grant up to $100,000 towards the purchase of a water truck and spray system.

The City of Prince George SUPPORTS the Prince George Cycling Club’s application to the Northern Development Initiative Trust for a grant of up to $100,000 to upgrade existing trails to make them suitable for adaptive cyclists at Pidherny Recreation Site under the Recreation Infrastructure program.
