  RECOMMENDATION: Be it resolved that:
  1. Council supports the issuance of a Liquor Primary License for the following reasons:

    This application is not expected to have a negative impact on the community or produce any significant negative land use impacts on adjacent properties.


  2. Council's comments on the prescribed considerations are as set out in the January 2, 2019 staff report from Ian Wells, General Manager of Planning and Development, for Liquor Licence Application No. LL100160.

  3. The methods used to gather the views of residents are as follows:

    The views of potentially affected property owners were collected in a Public Hearing held on January 21, 2019 in Council Chambers. The public notice for this hearing included 1) a sign was posted on the property ten (10) days prior to the hearing, 2) written notification to owners and tenants in occupation of all parcels within the area that was the subject of the application, and within a distance of 30 metres from the land that was the subject of this application ten (10) days prior to the hearing, and 3) advertisements were placed in two (2) consecutive issues of a newspaper, not less than three (3) and not more than ten (10) days before the hearing.

    The views of affected property owners are as summarized in the minutes of the Public Hearing held on January 21, 2019.

F.2 Report: Request for Concurrence - Proposed Freedom Mobile Wireless Communications Facility

  RECOMMENDATION: That Council INSTRUCT the Corporate Officer to advise Innovation, Science and Economic Development Canada in writing that:
  1. Freedom Mobile has satisfactorily completed its consultation with the City of Prince George;
  2. The City of Prince George is satisfied with Freedom Mobile public consultation process and does not require any further consultation with the public; and
  3. The City of Prince George concurs with Freedom Mobile proposal to construct a wireless communications facility provided it is constructed substantially in accordance with the plans submitted to the City of Prince George for a 15.0 m tall monopole and ancillary equipment at 7080 Domano Boulevard (Lot 3, District Lot 754, Cariboo District, Plan 23130).

    In addition, any recommendations presented in the preceding items must be addressed to the satisfaction of the General Manager of Planning and Development
  9. PERMIT that consideration of Final Reading of proposed Bylaw No. 8985, 2019 and Bylaw No. 8986, 2019 BE WITHHELD until the following requirements have been met to the satisfaction of Administration:
    1. Registration of a Section 219 Restrictive Covenant on the legal titles of Lot 1, District Lot 954, Cariboo District, Plan PGP44935 and Lot A, District Lot 954, Cariboo District, Plan 16658 that restricts the uses of the C5: Visitor Commercial zone uses to only the following:
      • Campground
      • Parking, non-accessory

      • Vehicle rental, minor
      • Vehicle wash, minor
    In addition, any recommendations presented in the preceding items must be addressed to the satisfaction of the General Manager of Planning and Development.
